Lazarus is a large department store headquartered in Cincinnati, Oh. They were a big Fiesta ® retailer and items including mug, plates, tumbers etc. were used to for anniversary favors. This was for their 87th anniversary The picture is a bit hard to read but has the dates 1851 - 1938. The lettering is in gold leaf.
